Common Questions on Criminal Records and Deletion

An adli sicil (criminal record) is the official document holding a person’s final convictions and security measures. It is managed by the Ministry of Justice Directorate General of Judicial Records and Statistics and includes final convictions from Turkish courts and, where compatible with Turkish law, foreign courts.

In Ankara, job applications, public procedures and court files often require reading the record correctly and applying deletion or correction rules without rights loss.

What Is a Criminal Record?

Popularly called a sabıka kaydı, it shows an individual’s criminal history and may be requested for employment and official transactions. Records are kept in central and local systems, digitised and stored in the Ministry’s central system.

How Do You Obtain a Criminal Record?

It can be obtained free via e-Devlet at www.turkiye.gov.tr with Turkish ID number and password; the document can be downloaded and verified by barcode.

It may also be obtained through public prosecutors’ offices, district governorships or consulates abroad.

Can a Criminal Record Be Deleted?

Deletion is regulated by Art. 9 of Law No. 5352 on Judicial Records. After full execution of the sentence or measure; withdrawal of complaint or effective remorse that wipes out all effects of conviction; expiry of the limitation period; or general amnesty, the Directorate deletes the entry and moves it to the archive. On death, the record is fully deleted without archiving.

Custodial convictions of Turkish citizens recorded from foreign courts under Art. 4(1)(f) are removed to the archive after the period stated in the judgment from finality. Judicial fines and suspended sentences go directly to the archive without entering the active judicial record.

Deletion, Correction and Legal Support

Since 18.08.2022, deletion and correction requests are made via e-Devlet, making the process faster and trackable online.

These steps require correct legal procedure; errors can block deletion or slow later steps. Lawyer support helps the process run correctly and promptly.
